Help with fibreglass fishing boat

Hi folks
I've bought a 12ft fibreglass fishing boat.
It has a bung on the outside of the transom - presumably to drain water from the inside of the boat when it is pulled out of the water

There is also a hole where a bung can be screwed in on the inside section but there is no bung there just now

Is it best to put a bung in the inside and just bail out the water from the inside? The boat is kept in the water the whole time

The hull seems to fill up with loads of rain water which keeps flooding into the bottom of the boat when I'm using it. I'm guessing there must be a big void under the floor where water can gather

Bungs should really be in the outside so the water pressure helps keep them in place

Mine has internal bungs which all drain down into the engine bay, allows the water from inside to drain down, Not really sure on the point of them as in my opinion i'd rather and water that gathers ( ie people getting in from the water from swimming etc) would drain straight down there to be pumped out.
I wouldn't worry that its missing personally as long as you are there enough to make sure it gets pumped out regularly enough, especially if it is rain water that accumulates.
I may have missed the point but that is my understanding..

My Mariah had screw in brass plug externally at the base of the transom.
